IP geocoding

What do you think about adding IP geocoding? It could have several
implementations, like:

* hostip.info ( http://www.hostip.info/use.html )
* geoplugin ( http://www.geoplugin.com/webservices/xml )
* MaxMind ( http://www.maxmind.com/app/geolitecity ): problem with
this one is, their API is LGPL ( http://geolite.maxmind.com/download/geoip/database/LICENSE.txt
). I don't think they would mind licensing it under BSD or Apache
though.

Of course, I'd be willing to help with the implementation.

Ok, I've been talking to the people at MaxMind and they said they
won't change the license but it's OK to use their code anyway.
