Does number of floors (gastw) always include exactly one ground floor?

In my case, the ground floor does not count towards the total number of floors. For this reason, I am subtracting one floor from the total.
Can I assume that there's always only one ground floor per building, or can this also vary in special cases?

The floors are managed in the Federal register of buildings and housing (Federal Statistical Office) data set,
The Federal register of buildings and housing (Federal Statistical Office) can possibly provide information on how the floors are defined.
