Back to more tight moderation for newcomers

Hello everyone,

As you might have found out in your notifications or mailboxes, some spammers have decided that it was cool flooding our Google group with ads.

So I've reactivated the "newcomer's messages" filter : they must be approved by one of the group's admin (Swisstopo employes) when sending their first message on the group. This should stop the flood for the time being.

Any offender so far has been banned from the group.
