GoogleCode is being shut down. We need to migrate. Reports are that the
system will go read-only in August, and will disappear entirely by January
2016.

Amy will implement this change. Committers, please get in touch with Amy to
ensure that we also migrate users appropriately. If you do not yet have a
github account, that would probably be your next step. :-)

Please make public comments here or on the mailing list; if there is a
private comment that needs to be shared, please share directly with Amy
and/or other committers as appropriate, via email.
