1937/38 Bates Ideal

I wonder if anyone within the group can put me in touch with the owner of the Bates BAR cycle featured in this video https://www.youtube.com/watch?v=dlm2C73RmAM 

I have a frame, and some original components, of a 1937/38 Bates Ideal (a slightly cheaper model than the BAR) which belonged to my late father-in-law.  For many reason, some sentimental, I would like to restore it back to its original condition.  I was immensely impressed with the renovation in the video and would like to imitate the paintwork that that bike has.
