Yeah, I say hercules.

Many Hercules made for USA company bikes had those brighter colors
and another dead givaway is the chrome cap on the fork crown.

Hercules was Raleigh's biggest competitor during Raleighs big
expansion period until they finally were merged 1960. But even after
the accquistions/mergers, each plant would continue to make bikes in
their own way for quite a while. So that bike was probably made by
Hercules but before Raleigh owned Hercules. The business plan was to
buy everyone out but not to modernize or consolidate like todays
predatory corporations do.

AMF was one of many american brand names that imported foreign bikes
when they couldn't keep up during the late 60s/1970s bike boom. They
also owned the Harley Davidson motorcycle company for a while.
