Newbie question, running tox/tests locally

Hi, I'm new to gensim, just starting out on a PR related to Phrases. I've followed the contributor guide, but when I try to run the tests, linter or build docs locally, tox failes with;

using tox.ini: /home/finn/dev/gensim/setup.cfg (pid 74348)
Found no [tox:tox] section in setup.cfg, skipping.
ERROR: tox config file (either pyproject.toml, tox.ini, setup.cfg) not found

Any tips? this project is configured a bit differently to other projects I've worked on.
