Genie refuses to play free windfall

Another weird bug. I want to play a brown windfall costing 2 (asteroid belt?). I have Alpha Centauri and Mining Robots, so it should be free. I have one other card in my hand (not enough to play it without discounts). Genie refuses my play.

Is it game#106828? It's a develop phase, not a settle phase (if you

You're right! What a silly mistake to make. I expected someone to play settle, and had plans on how to take advantage of that, and completely failed to notice that they played Develop instead.

I blame the fact that I'm on vacation and playing irregularly on my phone.
