Web newsletter

Hi, can anyone recommend a web designer guru to help with coding an email newsletter template? It will need to look immaculate (and identically immaculate) on different email clients, particularly on Outlook, Hotmail, Gmail, and Yahoo. Also fully responsive. I already have the design down, I just need to code it. I'm doing this in Joomla so familiarity with that would be great. Thanks.
