Central banks, supervisors and financial institutions need high-quality and accessible data to model the financial risks posed by climate change. A lack of global reporting standards makes this difficult. The project report describes how Gaia was able to overcome differences in definitions and disclosure frameworks across jurisdictions to offer much-needed transparency and make it easier to compare information on climate-related financial risks.

The experiment was coordinated by the BIS Innovation Hub Eurosystem Centre and aimed to help analysts and supervisors search corporate climate-related disclosures and extract data quickly and efficiently on indicators such as total emissions, green bond issuance and voluntary net-zero commitments. Using AI and, in particular, LLMs, Gaia delivered a proof of concept demonstrating it is possible to automate the task of identifying such indicators across a large set of reports, significantly reducing manual effort in climate assessments.

Gaia has broken new ground by integrating LLMs into an application and using it for the extraction of data on climate-related financial risks. The flexible design may serve as a model for AI-enabled applications in a broader range of use cases for central banks and the financial sector.

Project Gaia aims to help analysts search corporate climate-related disclosures and extract data quickly and efficiently using artificial intelligence (AI), particularly large language models (LLMs). Gaia Phase I has surveyed climate risk experts from central banks and supervisory authorities, designed a solution that addresses the requirements articulated by these experts and delivered a proof of concept (PoC) demonstrating the technical feasibility of the concept.

By automating information extraction, the Gaia PoC enabled the comprehensive analysis of climate-related indicators. Furthermore, it offered harmonised metrics despite the heterogeneity of naming conventions and definitions across different jurisdictions. The combination of semantic search together with iterative and systematic LLM prompting enabled Gaia to overcome differences in disclosure frameworks. This offers much-needed transparency and comparability of climate-related information.

Project Gaia integrated LLMs into an application and leveraged it for data extraction. This posed several technical challenges, including LLMs' long response times, randomness (non-repeatability) in their responses and hallucinations. The project report explains a set of concrete design choices that allowed the Gaia PoC to overcome these challenges.

Gaia demonstrates the power of creating AI-enabled intelligent tools to automate existing workflows. For example, macro analysis results presented in this report cover 20 key performance indicators (KPIs) for 187 financial institutions over five years and adding more institutions or KPIs is quick and easy. Thanks to its flexible design, the platform is relevant in a broader context than climate-related data analysis, showcasing the value of AI-enabled applications for central banks and the financial sector. Generative AI promises to change the way we work in the future, and Project Gaia is one of the first comprehensive studies investigating how this can be done in practice.

In the past two decades, there has been an 83 per cent global increase in the frequency of major climate-related disasters, such as floods, droughts, heatwaves, and violent maritime weather. Low- and middle-income economies bear the heaviest burden related to these events. Yet climate adaptation investments in the most vulnerable, least prepared states are often too few and too far between to meet their adaptation needs. The estimated annual cost of adaptation in these countries is expected to reach as much as 500 billion per year in 2050. To meet the adaptation needs of the most vulnerable countries, public and private financiers have to work together in investment partnerships. This is the driving force behind Project GAIA.

Project GAIA will establish a blended finance platform that offers long-term loans for climate adaptation and mitigation investments in 19 of the most climate vulnerable countries in the world - making funding accessible through sources previously unattainable to participating countries. To answer to the immediate needs of developing countries, the platform allocates 70 per cent of its portfolio investments towards adaptation projects; with a further allocation of 25 per cent for Least Developed Countries and Small Island Developing States, ensuring that funding reaches the most climate vulnerable communities. The project targets countries facing similar challenges in accessing climate finance for their pipeline of high-impact adaptation projects.

I am currently using the Visustella MZ plugin suite, and while I was learning which ones I wanted to specifically use I have loaded all of them into the project. This particular one was not being used or uploaded into the game itself so I removed it. It will be in the minor release for this weekend.

Pfirsching: Gaia-X has pursued the goal of creating a common basis or a common set of rules for legally compliant data use in the cloud. As more and more members, large and small, joined the ecosystem, the goals became increasingly blurred. Today, it is a loose association that, in my view, operates too much at the meta level.

There is still an attempt to find common rules and standards. This is still a long way from clear, tangible use cases. Gaia-X never got out of this theoretical sinkhole. It never really got to the point where companies would say: I see value in this.

Pfirsching: I see a great danger, at least, that it will never get off the ground. The fact that important members are slowly withdrawing and that the funding is not flowing as originally planned is not a good sign. Confidence in the Gaia-X initiative is waning. The question is: Is this a cleansing tide that will lead to improved control and implementation? Or is it the beginning of the end?

A few use cases have been launched and initial projects have been given budgets to demonstrate exemplary implementations in various industries, but the overall picture is still missing: What does our legally compliant cloud infrastructure actually look like?

Large public projects in the EU and also in the German government are usually accompanied by subsidies or support funds that attract a wide variety of companies. Can we expect any real commitment at all?

Either the initiative will soon sink into insignificance or those responsible will realize: We have limited ourselves for too long to finding a consensus on a meta level instead of producing value-creating use cases or platforms that can really be used by companies. Up to now, there has been almost nothing but discussion about what such a shared ecosystem might look like.
