I haven't found a way to do this in Storyline. There is however, a program I found here in the Forums where you can assign a Text to a character and lip sync' the audio to make it seem that the character is the one talking. You can sign up for a free 14 day trial there and it has a wide variety of cartoon characters. It's www.goanimate.com

I had to create a project in which I wanted the characters to "talk". So I created a file that emulates the talking by just changing the state of the illustrated character. Take a look.... I attached the Storyline file

If you are going to try it, I suggest getting the DUIK tools to animate the characters. This has been the best tool in after effects to animate characters. This makes it very easy to create a character rig.

Alfred, I have the first version of Storyline, so it doesn't let me open your file which I imagine was created in Storyline 2. If you open the file I created, you will find that the character has several states opening and closing his mouth and smiling. To make the character change from one state to another, I just added triggers along with rectangles that I inserted outside the slide. Each trigger is attached to each rectangle inserted. The trigger should be like this:
