I tried disabling my antivirus (as this problem has been reported by some people in 2009), and it didn't work. A fresh reboot didn't work, either. I'm encountering this problem on two different Windows 7 machines.

Basically, as noted before in this thread, 'SDK Setup.exe' invokes tools\android.bat, which makes it impossible for it to rename the tools directory thereafter. It's a bit goofy and should never have passed QA validation..

If you are unable to update Android SDK tools. Simply download the zip of android tools of version you want, and then replace the new tools directory with the old one. Then you are ready to go !!

None of the solutions I found googling the net worked for me up now, but this is a vital job to maintain Android SDK updated. So I started to find an alternative working way to solve this issue and I found it finally.... at least... it works for me, even if it is a bit tricky.

Note: Keep the "" in between start and the application path. You can add text in those hyphens and this text will be the caption of the java.exe command window you will see after the changes. In my case I left the caption as an empty string but you can write there what you want.

Obviously, after updating the SDK tools, you have to redo the same changes in the new, updated android.bat batch file. This could be a bit unconfortable, but you'll have just to remember to make the changes before running the SDK tool and you'll have no other headaches while updating Android.

@SERPRO solution.Warning, this solution downloads ALL packages for all API (levels). It works, but it is very slow and perhaps worse than just backing up your folders and re-installing the SDK (all together). At least this is my experience for Windows Vista + Cygwin.

I think for those who still have the problem even if they already followed the answers here, try to see the processes in your system. Even if you close eclipse, sometimes it is still running in the background. So you can stop the process from the task manager.

I tried all the various suggestions short of uninstalling and reinstalling the whole sdk and still got the error, including disabling thumbnails, which is the most common suggestion for folders you can't rename. I downloaded the free "processexplorer" from Microsoft to see what processes were using the folder, and after disabling all startup and non-Microsoft processes and finding no processes to be using the platform-tools folder, I still got the error, and found I couldn't rename it after the upgrade attempt.

The solution for me was to copy and paste the platform-tools folder found in the 'temp' folder in the android-sdk folder. Every upgrade I find a copy of the platform-tools in there, although for version 19 the platform-tools was zipped and the temp folder included versions of 18 and 17 which I left.

Please can someone assist me with this, I have an Ubuntu server (terminal only), I have downloaded the android SDK, I have java installed, when in /tools I try to run ./android and I get an error Missing platform-tools. So how do I from terminal install the platform tools, for some reason I cant find this information anywhere.

I need to debug CSS for some site running on the device under Android (in the common REPL mode). As I know it is possible to connect the device with the desktop via USB cable to do that. But the problem is I have no such a device (with Android). I have the Android emulator (Andy) but it seems that chrome installed on it has no dev tools at all. So is it possible to solve the problem without physical Android device?

On version 2019.1.0f2, I go to build settings -> Android, and it asks me to install Android build support. This installation fails, saying removal of the previous Android build support failed because Unity may still be open. I made sure to close all Unity processes, and also tried again after restarting my computer.

I thought I might have already installed the build support previously, so I went to my Preferences and checked for the Android SDK in my external tools tab. However, there were no options for Android! It only has options for script editor, image application, and revision control.

The default External tools > Android is "you are missing xxx ... Install recommended version with unity hub"
Is this something that just doesn't happen right with unity hub or am I just doing something stupid?

When selecting modules to install with unity, or to add modules from unity hub, "Android Build Support" was checked yes, so I thought I was all set for everything inside it...but no, you have to expand that option and select the SDK,NDK,open JDK

I have a strange situation here, if i go to the Unity Hub > 2019.3.9f1 > Add Module i can see that all Android Platform are checked and installed , but the Unity Editor can't find both SDK and NDK , and by checking the path for SDK and NDK , i found them but they almost empty or incomplete, ( NDK Folder size is 19.2 KB and SDK Folder size is 18.9 MB ) . so why Unity hub says it's installed and how to fix it.

I don't have a solution... but i am following this guys instructions, in case it helps... he said (last year) that he got it to work by ONLY installing the editor, then installing the modules through the hub one at a time...

I've read... rather directly... that by doing this, you keep yourself from being able to use the Unity Hub to manage anything after that point. I hope it works for you, but i can't get it to install via the guides in the Unity Manual i found about intalling using sdkmanager or Android Studio (the studio installed fine, but won't "play nice" with Unity

I put this solution on another post as well, as I spent two weeks trying to install the Android build support with different versions of Unity so that I could develop Oculus Quest applications. The SDK, NDK and JDK wouldn't install and I couldn't get it to work with paths in Android studio.

I tried a lot of the online solutions that didn't work for me. I finally got it to work when I realised that the SDK, NDK and JDK were installed when I installed Unity through hubs with the Android Build Support selected, but the full Android
module wasn't installed, so when I went to switch platforms to Android I had to install the module again. When I did this a lot of the files in the SDK, NDK folder and the JDK folder were deleted, so I lost the paths to them in external tools.

I also just found that when I installed version 2020.1.0f1 with just the Android Build support selected, including Andriod SDK and NDK Tools and OpenJDK (no other modulues selected including Visual Studio) it installed correctly
with the right paths to the SDK, NDK and JDK. I'm not use if it would have done this anyway if I had included other modules, but I'm sure through the two weeks of trying different things I ttried to install the 2020 version with other modules and it didn't work.

This set of "solutions" don't work. I have all modules installed, have both visual studios and VScode (VS Code I had to manually install) but it still remains that the VCS tools (all of which are on my NEW computer with the current version of Windows) still are not found and regenerating the project, creating a new project, etc. doesn't resolve anything. Furthermore cut and copy as shown in the video example and all that is not a solution. This was not an issue back in 2018.4 but is now and Unity Techs need to stop messing with us and fix this before they claim to have another "update" of another version with the same issues and also update their webpage to reflect the current versions they have released. Otherwise they need to get off their lounge chairs and look at how 2018.4 worked and overhaul everything and just get rid of the useless mess the HUB is once and for all instead of piling on more and more and more bells and whistles that are worthless if their External Tools isn't working properly and the HUB is broken which it is. They had over a year to resolve this NONESENSE!

In the end, I solved it by installing JDK 8, setting JAVA_HOME in Environment Variables, and the path to install JDK.
And also downloaded the latest Unity Hub 3.0.1 and installed Unity from it.
After that, everything worked.

With Unity 2021.3 I had to manually merge some of the SDK tools from the Unity installation into the custom SDK location (created with Android Studio). This took a lot of trial and error, during which you have to try restarting Unity and toggling on/off the SDK path option in Edit > Preferences > External Tools.

I have started having this issue while trying to run my ionic application using cordova run android from the command line. I have tried the license fix excepting it multiple times but I still receive the error. Here is what it looks like:
