SQL install files

I'm curious why we have two SQL files in the repo. I see the small
differences between the two, but I really can't think of why we could
possibly need both. Anyone?

I saw that as well when I updated the tables. No real difference
except the table names that I saw when I did a diff. By the name of
the files it looks to be a version thing where the table names must
have changed. We should add a feature report on and get it cleaned up.
