Geolocation API Network Protocol

Hi, I am strugling here to get this Geolocation API Network Protocol
working.

I put all celltower info but not able to get good geolocation.

I am using Java, but tried with python also for debug purposes.
Here my python code.

i get always same answer. If I try other celltower infos like usa,
where I took examples from other pages gives me same location...
