The installer uses BITS (Background Intelligent Transfer Service) to
download the setup data. Aside from that it uses Windows Installer to
do the installation of that setup data.

If you're getting those errors then odds are those services aren't
started so you'll have to start them.

To start them go to Services and ensure they're on (you'll need Admin
lvl access).
These steps will help you turn them on (unless you have more serious
problems).

To ensure they're on follow these steps:

1) Go to the start button and click 'Run' (or just press WinKey + R)
2) When the Run window appears, type in services.msc and click
Ok.
3) Look for the Background Intelligent Transfer Service service.

When you find it, it should say 'Started' beside it in the Status
column.
If it says started then its good and you can skip to step 9. If it
doesn't say Started then we have to start it:

To start it:

4) Double click it and when the property window opens, select
'automatic' from the 'Startup type' dropdown in the General tab.
(You can also get to it's properties by right clicking it and
choosing Properties from the rightclick menu)
If automatic was already chosen then you don't have to click apply
in the next step.

5) Click apply to apply the 'automatic' choice.
6) Now click the button thats labeled 'Start'.
7) It will start after a few seconds. If it doesn't start then you
need to fix your system first and try again.
8) After it's started click Ok to close the property window.

9) Look for the service named Windows Installer, and with it, do steps
4 thru 8 again.

If you had those services disabled or set to manual before hand then
after you've installed GG you can stop them and set them back to
disabled/manual again.
