I'm wondering the same as the install page is not running the installer and no message posted about why or how long the interruption will be.

I doubt it is dead. Under code updates you can see that at least dozen updates were posted in past week. Latest update was posted 10 hrs back.
Moreover two of google's popular apps gmail and wave use gears. They will not let gears go down.

From what I read Google are going to support HTML5 and therefore they will let Gears 'dye', although will continue to support it in the near future... So basically, they want to get rid of it as it isn't that beneficial to keep updating when HTML5 will hopefully be better supported by more browsers and will provide better features.

its not dead but you have to see the pae of tutorial to understand how dose GGear work :) its easy
