The below bar not working!

Hello, i am using a 5 year* old Acer Aspire 5332 with Win7 Intel Celeron approx*. I have recently rebuilt it making it faster. When i reinstalled Chrome last night it worked and today it will not load, i opened it in IE and it did work but the sound did not work.

I use my keyboard

In Chrome when i try and 'pull back on my plane' - push the down key- the page goes down. The information does not work

Is there anything i can do??? I dont want to use IE - the sound does not work, If nothing can be done, can you put a link for the older version to be used for people with older laptops. Thanks
