The Highways
Department (“HyD”) attaches great importance to the repairs and maintenance
of the public roads (including footpaths) and ancillary facilities within
its ambit. Regular inspections of public roads territory-wide are
conducted and repairs and maintenance are carried out timely to keep the
roads in good condition and to ensure the safety of road users. We
also always welcome public's notification of road damage and defects and
suggestions.
Upon
receipt of a complaint or report on uneven surface/defect of footpath,
the HyD will carry out assessment and take prompt and appropriate follow-up
action in relation to the footpath surface in need of repair (such as fencing
off the relevant footpath section and conduct inspection in the surrounding
areas) and complete the repairs as soon as possible. Generally, for simple
and small scale cases, the inspection, mobilization and repairing works
could be completed within a few days. Sometimes, the defects on footpath
might be due to different causes such as upheaving by underground tree
roots, vehicles riding on footpath, wear and tear, etc. For different
cases, the handling time required may vary depending on factors such as
whether joint site inspection/operation with other parties would be required,
scale and complexity of the repair works. For such cases, HyD would
fence off the uneven surface first to safeguard the public until the completion
of the repairing works.
Regarding
the photo provided, it is related to the defect on footpath with paving
blocks/paving slabs. It could be categorized as stepping/tilting/uneven
surface. Other common defects on footpath with paving blocks includes
dislocation, cracking, depression, missing, etc.

I’m
writing to seek information about the protocol and service level expectation
of your department regarding a case of uneven pavement. Attached is the
picture. This particular place was outside the purview of your department.
I’m asking a set of hypothetical question:1) should
a case like this one be found on the road/pavement under the administration
of your department and a complaint were received from a member of the public,
will your department carry out the maintenance work (an old lady tripped
over it)? 2) If so, how long would it usually take? 3) Under which category
would the department file a case like this? 4) What is the framework used
by the department to categorize cases like this one and other cases of
different but comparable nature? Wherever
applicable please refer to Code on Access to Information when answering
