Thank you for your Application for Access to Information dated 19 November 2020. Please find below the Hospital Authority’s response to your questions:

 

(1)   For information about the HKSAR Government Special Support Scheme for Hospital Authority (HA) Chronic Disease Patients Living in Guangdong Province, documents about the Support Scheme and application procedure are available on the HA’s website accessible via:

(2)   As of 20 November 2020, the HA and the Electronic Health Record (eHR) Registration Office received 3,501 requests, 95% (i.e. 3,325 requests) of which have been processed.

 

(3)   Among the 3,325 requests processed by the HA and the eHR Registration Office, 58% (i.e. 1,927 requests) of which were submitted with inaccurate personal information and absence of identity document(s) and applicants’ signature. To protect patients’ privacy, the HA and the eHR Registration Office returned 1,927 requests to the University of Hong Kong – Shenzhen Hospital (HKUSZH) for further follow-up with the applicants.

 

(4)   The HA and the eHR Registration Office have given feedback and suggestions to the HKUSZH to improve the application and screening process to facilitate provision of accurate and complete information and to follow up with the patients with failed applications promptly.

Dear Sir/Madam

 

         I refer to recent news report that HA was slow in processing referral cases for HKU-SZ hospital. Please kindly answer the following questions under the Code on Access to Information

 

1) Provide documents about the patient referral scheme including procedures for patients to follow and the steps involving public hospitals, HA and HKU-SZ hospital 

2) No. of applications the HA has received since the beginning of the scheme and the applications that have been processed so far

3) the reasons why the processing was slow

4) how the HA plans to improve the process
