Dear Dr WANG,

Your email dated 8 May 2020 concerning the handling of submissions from organizations or members of the public by the Panel on Health Services ("the Panel") refers.

You may wish to note that the handling of the submission from the Osteoporosis Management Primary Care Task Force (LC Paper No. CB(2)734/19-20(02)) has been following the established practice whereby, subject to the agreement of the Chairman of the Panel, any written submissions addressed to the Panel expressing views on subjects that fall under the purview of the Panel will be issued to members of the Panel for information.  With the consent of the senders concerned, these submissions will be uploaded onto the Legislative Council website for public access.  The above apart, given that a proposal set out in the submission from the Task Force is to include osteoporosis screening and osteoporosis prevention education as core services of the District Health Centres, with the concurrence of the Chairman of the Panel, the submission has been included in the agenda for the regular meeting of the Panel on 20 March 2020 under agenda item III "Development of primary healthcare and setting up of DHC Express" for members' reference.

I hope the above information is useful in addressing the issues raised in your email.  Please let me know if we can be of further assistance.  In the meantime, you are invited to note that any parties that would like to give views on subjects which are within the purview of the Panel can send the submissions to the Panel by email at pane...@legco.gov.hk or fax at 2185 7845.

    Dear Sir/Madam

               I refer to the Recommendations for Osteoporosis Prevention in Hong Kong from The Osteoporosis Management Primary Care Task Force https://www.legco.gov.hk/yr19-20/english/panels/hs/papers/hs20200320cb2-734-2-e.pdf. I wonder if the Panel on Health Services has any response to the recommendations. Please provide relevant documents if available.
              In addition, please provide more information (or documents) on how the Legislative Council deals with recommendations from NGOs and members of the public. Specifically, could you explain how the recommendations made by the task force on osteoporosis becomes a document available on the Legco website? If I or my students at Baptist University send a similar document to a panel of Legco, would it be made available in the Legco website?
