Legal and administrative obstacles against Mainland support for the city battling Covid-19

Dear Sir/Madam
            In light of the third wave Covid-19 infections that hit our city, I’m writing to seek information about the government’s  plan to receive support from the Mainland when it becomes necessary to do so. Please answer the following questions under the Code on Access to Information: 

1) What are the maximum number of Covid-19 patients the public hospitals in the city could accommodate without compromising the quality of health care services? What would be the number if private hospitals are also engaged?

2) What contingency plans are in place to cope with the situation when hospitals are overwhelmed by Covid-19 patients? 

3) Does the government have a plan in place to seek help from the Mainland if the pandemic situation went out of control?

4) Does the government have the statutory authority to allow people from the Mainland to work in the city to support the fight against Covid-19 in case of emergency?

Given the time-sensitive nature of my questions, I hope my request of information can be handled expeditiously.
