Further to our email of 31 July 2020, to which you had replied on the same date providing your consent to our office to transfer part of your requests for information in relation to the immigration restrictions on Hubei Province residents (i.e. Questions 2 and 4), we write to respond to the remaining part of your requests as set out in your email of 23 July 2020 (i.e. Questions 1 and 3) as follows.

According to our record, our office received an email dated 2 July 2020 from Simon H WANG <simo...@hkbu.edu.hk> addressing to the Legislative Council Secretariat <compl...@legco.gov.hk> and The Ombudsman <compl...@ombudsman.hk> on the “Matters relating to the restrictions imposed on Hubei residents for entering Hong Kong” with copy to our Office and the Constitutional and Mainland Affairs Bureau (CMAB).  Our office understood that CMAB had referred the matter to the Food and Health Bureau and the Security Bureau for their information / actions deemed appropriate.  The subject email was processed by Executive Officer (Support Service), Ms Natalie Lam, of our office under delegated authority in accordance with established procedures.

If you consider our reply inappropriate, you may request this Office to review the reply or you may seek assistance from The Ombudsman.  The Ombudsman’s address is set out in paragraph 1.26 of the Code on Access to Information.

I refer to your preceding email of 23 July 2020.  We would like to advise you that the information requested under Questions 2 and 4 is held by the Food and Health Bureau.  I would like to seek your consent for us to transfer Questions 2 and 4 of your request and personal information to them for their direct response.  Please let us have your consent by replying to this email by 14 August 2020.  This Office will not further process your request if we do not hear from you by the deadline.

Questions 1 and 3 are being processed and replies will be given to you in due course.

         It is highly regrettable that the government still denies the entry of Hubei residents despite the fact that no Covid-19 infection case was reported in the province since May 19

        Here are the questions I hope the Chief Executive’s Office could answer under the Code on Access to Information 

1) How was my email dated July 2 (copying to this office) handled? Who had read that email? Please provide the names of the officers who handled the email.

2) Why are Hubei residents still not allowed to visit HK?

3) Are Mrs Carrie Lam personally aware of this complaint? 

4) Who are involved in making the policy regarding Hubei residents not allowed to visit HK?
