          I refer to my email dated July 23.  I assume that the Lands Department would process requests of information following the protocols of Code on Access to Information even if the code is not mentioned.  
         
While non-Code requests (i.e. requests which do not make specific reference to the Code or are not made in the specified application form under the Code) should be handled in the usual manner as they have been dealt with, they should be considered on the same basis as that applicable to requests under the Code, i.e. in deciding the release or otherwise of the requested information, consideration should be given in accordance with the provisions of the Code. In line with the spirit of the Code, departments should, as far as possible, adhere to the same target response times specified in the Code.

                 I am writing to seek information about a piece of land near Noble Hill, Fanling as indicated in the attached map and picture. (URL:

Dear Ms Chong 
                   I'd like to know which government department issued New Grant No. 13181 and what rights and obligations the property owner have regarding this piece of land.  My primary concern is why this piece of land has not been developed for any productive purposes.  According to the land records I requested from the Land Register, the lease term began on 21 June 1997 which means this piece of land has not been in use for over 23 years.  There must be something wrong regarding the government policies or administration that allows this to happen.  Thanks.

            I am writing to express my concern over a piece of land in our neighborhood which seems to be wasted despite the housing shortage of our city.  Attached please find the land record I requested from the Land Registry and my email correspondence with the government.  I wonder if the council is aware of this situation and hope the council can follow up.  Thanks in advance for your assistance in this matter.

Dear Mr Au Yeung 

               I am writing to seek information about buildings on a piece of land in Fanling under Code on Access to Information.  The buildings in question are located on the land FSSTL 182 which is governed by New Grant No. 13181.  I am investigating whether the property owner has exploited any legal or policy loopholes for unethical profits while leading to the waste of precious land in Hong Kong and trying to gather as much information as possible about the land and the buildings found on the land.  Here are my questions for the department to answer: 

1) What records or information about the buildings on this land does the department have? 
2) What records or information about the buildings could I access through BRAVO: https://www.bd.gov.hk/en/resources/online-tools/BRAVO-online-building-records/index.html?
