According to the Import and Export Ordinance (Cap.60),
importation/exportation of pharmaceutical products and medicines must be
covered by an import/export licence. Pharmaceutical products and medicines
imported/exported in the personal baggage of a person entering/leaving
Hong Kong which are accompanied by him and in a reasonable quantity for
his personal use may be exempted from licensing requirement.
The Trade and Industry Department (TID) delegated the
authority to the Department of Health (DH) to issue the import/export licence
for pharmaceutical products. Please note that the DH does not issue import/export
licences to members of public who wish to import/ export pharmaceutical
products for personal use by post or any other means. You may wish to refer
to Q.17 of the Frequently Asked Questions section from the website of the

If your parents-in-law need medicines for medical treatment
in Mainland China, you are advised to consult local registered medical
practitioners who can provide appropriate medicines to suit their medical
conditions, or switch to other alternatives if the required medicines are
not locally available.

my parents-in-law. They are now in the Mainland and could not come
back to HK due to the travel restrictions. I wonder if the Department of
Health and/or Hospital Authority could mail medicine to their Mainland

I refer to the Chief Executive's
announcement of a plan to deliver medicine to HK residents in Hubei. My
parents-in-law ...have been seeing doctors in Fanling Family Clinic.
Their medicine can last until late March (See attached pictures).
The lists could be accessed via the clinic's database as well.
Since the government recommends
online medical consultation services that do not provide medicine, I wonder
if the government could also address the needs of medicine that arise from
online consultation.
As I discussed in a recent
letter to the editor in SCMP, the mobile phone
hotline is not very effective in responding to the needs of HK residents
in Hubei. Instead, WeChat should be used for both real-time and asynchronous
communication. I hope my suggestion could be considered and an officer
could contact me via WeChat (ID: tesolchina) to follow up on the cases
of my parents in law.
