Left alt key insists on being Alt_Gr?

So, under X on Debian mipsel, the left alt key behaves like Alt_Gr, and
not like a normal Alt key. What I don't understand about this is that
xev reports that the key is Alt_L. The actual Alt_Gr key (on the right)
is also Alt_Gr.

Any idea what's going on here? I've experimented with the different lv3
xkboptions, and they have different effects but none of them restore the
expected behavior for the alt key.

how about change
modifier_map Mod5 { ISO_Level3_Shift };
to
modifier_map Mod5 { <RALT> };
in /usr/share/X11/xkb/symbols/level3
