Proof of concept android app

Hi. I would like to create a simple android app to add of filter after
logging in with oauth.

It seems as if the Gmail Settings API only allows changes to be made
to Gmail business accounts or educational accounts. Is this still
true?

Next, from what I gather, I can't even access the Gmail Settings API
from android directly at this point. I have to use the GApps Engine as
an intermediary. Is this true?

I want to make this simple.
