Service Account Creation Change Announcement

An upcoming change to the Life Sciences API will result in the Life Sciences service account being created when the first pipeline is run, rather than when the API is enabled. This may break project workflows that rely on the existence of the service account to apply permissions or perform other tasks. As a workaround, either run a pipeline with a trivial action, or create the service account manually as described at https://cloud.google.com/life-sciences/docs/troubleshooting#missing_service_account.
