How to downgrade instance?

The only way to do this is to shutdown the VM and boot with the new size you want.  The important part is to make sure your root disks and data disks are not marked for deletion when the VM shutdowns down, and use them on the new instance type.  So essentially this is a "resize."

In the Cloud Console GUI you can check this on the instance in question.  On the command line you can use the "gcloud compute instances set-disk-autodelete" to set the desired state -- DO NOT DELETE :)
