I'm not sure what happened but I got the error below. What's confusing is that the snapshot from three weeks back is also having the same problem. 
Between the time I created that snapshot and the time it failed, I had multiple server restarts.

At any rate, I managed to retrieve the data by doing the following (From George's reply in a similar incident):
1. Take a snapshot of the affected disk
2. Create a disk from that snapshot
3. Create a brand new instance and attach the newly created disk to it as secondary 
4. SSH into the instance and revert the changes on the secondary disk
5. Detach the disk and create an instance using that disk.

Take note that using the disk in a new instance didn't solve the problem. But at least, I managed to retrieve the data.

Hello Mike,

Please clarify the present state of the instance, whether you cannot login to the instance by any methods (SSH from console, ssh using client, gcloud command, Serial console) ?

This could be possible due to one of known issues with CentoOS 7, which is also discussed here.

If the fix which was discussed in the above thread did not resolve your issue, to be able to assist further in troubleshooting this issue please provide the output of the following commands, if you can connect through serial console. This will allow me to determine whether this is related to the OS or to the platform  :

1 - ls -al /dev/disk/by-id/goo*
2 - sudo fdisk -l
3 - df -h
4 - contents of /etc/fstab.

Hi Karthick, I cannot use SSH from console nor putty. I connect to gcloud shell. 

Serial console output as attached. Currenlty stuck at "systemd: Started Cleanup of Temporary Directories.", 30minutes and counting.

I tried this command as well to see if it's related to disk mounted as read only

Looks like I won't be able to know what happened here. 

Anyway for those looking, I did a workaround by following the instructions below.
1. Create a snapshot of the instance
2. Create a disk from the snapshot
3. Create a new instance and then add the new disk and then mount
4. Copy your files from the old disk to new (depends on how you want to do it. You can do rsync or tar ball)
5. Reinstall all the apps you need (it's simple for me because I already have the script to automate this)
6. Stop the old instance
7. Assign the IP address to the new instance
8. Test your new server

It doesn't solve the root cause, though. But at least, my site is now running.

Hello Mike,

Based on the error message, it appears that you made some changes to the network configuration on the instance. Please keep in mind that we don't have access to your instance's configuration.

"Jan 28 01:09:36 centos7-sg instance-setup: ERROR GET request error retrieving metadata. <urlopen error [Errno 101] Network is un
reachable>." 

 On such scenario, we suggest using serial console access (as this should work) to revert the changes you might have done. At once you can connect to the instance through serial port, you can : 

1. Test that your instance can reach the metadata server:
   b)  curl -i 169.254.169.254
2. Review that the IP address and routes of your instance are configured properly. 
3. Revert any changes in the configuration that might have caused the issue

Thanks, Khartick! I'll try to do that. I don't remember changing anything about the network. However, I do remember that I did "yum -y update" sometime before the jan 3 snapshot.

I'll update the thread once I have progress. For now, my new instance is working.
