Shared VPC error

I'm trying to set up shared VPC in my project, but despite being the owner, the message "You don't have permissions to perform the action on the selected resource." I tried to add the "Compute Shared VPC Admin" role, but it does not appear in IAM.

"Compute Shared VPC Admin" role can be granted only at the organization level by the organization admin. Refer documentation.
