After upgrading Google Cloud, I still had $250 of credit remaining. Now...

Prior to the upgrade, there was a gift icon on the nav bar of the account. It is not visible now, when I checked payments, it still showed I had $250 credit remaining. I am confused, so I temporary disabled billion. Can anyone tell me after upgrading if you have the credit, will it be used? 

Because every month I am getting a fixed charge of 17 cents, despite not using a single thing.

If your account gets upgraded, you will only get charged after your free credits are fully used or after your credits expire(whichever comes first). I would also like you to make a visit on the documentation on 'Supplemental Terms and Conditions for Google Cloud Platform Free Trial' prior to make any upgrade on GCP platform.
 
You can always view your 'cost and payment' history for your GCP platform and check for any irregularities there. After analyzing the billing details, I strongly recommend you to seek support from 'billing' team by following this documentation.
