HELP, HELP - my organization's ADMIN account (only 1 admin) was disabled

Hi there, 

I am the admin (took over from a person who left). It's a google based account. 

When I log in with the admin email and password, I am blocked with the message: It looks like this account violated the Google Workspace Acceptable Use Policy and has been disabled. Contact your administrator for additional help. 
THERE WAS ONLY ADMINISTRATOR, so nothing can be done. 

I checked all help prompts, wanted to get support via filling in the Request to  RESTORE  your Google Account form, and I got an email from nor...@google.com

If you are not an administrator, please contact your G Suite Administrator to reestablish access to your account.
If you are an administrator, please contact another administrator for your domain, the G Suite Support Team, or your G Suite Partner to have your account access reestablished.

I was directed to the help pages that I had visited before. EVERYWHERE I am asked to log-in as ADMIN, but that ADMIN account is disabled.  

Anyone can help what to do?

The account is disabled for different reasons
