This pricing documentation states that:

When Cloud CDN serves your content, you’re charged for bandwidth and HTTP(s) requests. Cache fill and cache egress charges apply to cacheable content. On cache hits, you pay for cache egress bandwidth. On cache misses, you additionally pay for cache fill bandwidth. These charges replace the network egress charges that apply when serving directly from Compute Engine or Cloud Storage.

So just to be clear, App Engine outgoing traffic is charged at a flat $0.12/GB according to https://cloud.google.com/appengine/pricing
But if we use the App Engine flexible environment outgoing traffic is charged at $0.12/GB coming down to $0.08/GB

And if cache headers are set on responses from the App Engine standard environment the $0.12/GB flat rate still applies to data cached and served from edge locations,
But if cache headers are set on responses from the App Engine flexible environment the Cloud CDN pricing of $0.09/GB to $0.04 as described here (https://cloud.google.com/cdn/pricing) will apply for data cached and served from the edge nodes?

Right, just to be clear, 

Response data served out of the App Engine Standard Environment is billed at a flat rate of $0.12/GB, 
And response data with cache headers that is then cached and served at the edge nodes are also billed at a flat $0.12/GB?

And the App Engine Flexible Environment is GCE rated, so based on https://cloud.google.com/compute/pricing#internet_egress
Response data served out of the App Engine Flexible Environment is billed in slabs of $0.12/GB to $0.09/GB.
And response data with cache headers that is then cached and served at the edge nodes is billed at Cloud CDN rates as described here https://cloud.google.com/cdn/pricing ?
