Unable to Shutdown VM Instance After Ubuntu Upgrade

I have issue unable to shutdown VM instance from VM Ubuntu after i upgrade the ubuntu budgie desktop from 21.04 to 21.10 which it works just fine previously

When i did the upgrade, some original ubuntu file from gcp was removed, but i didnt read carefully the removed components, so now,if i want to shut down the vm then i can only do it in panel

Can anybody advise me what should i do and look to fix this issue
