ubuntu vm not responding to ssh? connection refused to http requests

I have a VM which was working perfectly fine until a few days ago. It will not allow me to ssh in, and all requests to it are denied. I have not changed anything at all with the settings and it was working fine. When trying to SSH in it takes forever to respond and then occasionally offers a 4001 error when logging into SSH via the cloud console. Any ideas what's going on here? Is there a mass outage or something?

Connection via Cloud Identity-Aware Proxy Failed
Code: 4003
Reason: failed to connect to backend
You may be able to connect without using the Cloud Identity-Aware Proxy.

This is the error, it does not work when trying without the cloud identity aware proxy

Update, here are the logs. I increased the size of the persistent disk from 10 GB to 100 GB, still having an error. How do I mount the changed drive size to the instance if it won't respond?

Now I'm getting : 

Connection Failed
You cannot connect to the VM instance because of an unexpected error. Wait a few moments and then try again. (#15)

Hi, have you try to log in using gcloud compute ssh [1]  from cloud shell?
