Facing a strange issue, signup for trial and tried to create a instance but got that error:
"Project projects/primal-sunup-98906 cannot accept requests to insert while in an inactive billing state. Billing state may take several minutes to update."

Hello Yasir,

Do you have billing enabled for your project ? If its already enabled and you are still getting the same error when creating the instances, I would recommend opening a case with cloud billing team in order for them to further investigate the issue. You can open the case with billing through this link.

I get the same error. I have been waiting for 45 minutes. How long does it take to update the billing state?

Hello Ben,

Billing state may take several minutes to update. If you're still experiencing the issue, check the following items:

1- On Cloud Console, go to Billing menu and ensure that the billing is completely set up, including a payment method. 
2. Open an incognito session of Chrome, from there login to Cloud Console and try to create a GCE VM instance. If this resolves the issue, the problem could be a caching issue with your browser or proxy server (if your computer is behind of a proxy server).

If the issue still persists please let me know and I'll investigate it further.

Same problem here:

Starting VM instance failed. Error: Google Compute Engine is not available in the project you requested because it is in an inactive billing state. Billing state may take several minutes to update.

Project has already enabled billing and I have waited an hour, still not let me run my mater node....

Hi All,

I have also signed up for free trial account.
Initially i was able to create VM instances. After few days, all my VM's got stopped and now I am also getting the same error while starting the VM's or creating new VM instance. Error:


"Error: Google Compute Engine is not available in the project you requested because it is in an inactive billing state. Billing state may take several minutes to update."
Could someone please help on this ?

hey folks,
 I faced same issuse. Go to Billing. Then you may "Projects linked to this billing account". In that, you may have the option to see for the project like "Disable billing, Change billing". Then do choose "change billing". It might work!

Hi,

If you just created the Project and enabled billing on it, it may take a few minutes to set up the billing account. I would suggest waiting a few minutes and then try to create the Instance template again. If it has been more than a few minutes after enabling billing or the project has been created for some time and you are still running into the same issue, then I would suggest contacting the Cloud Billing team. You can contact billing by following the steps in the attached article [1].
