Problems using eu.gcr.io in some projects

when i try to use gcloud docker pull eu.grc.io/<project-id>/debian:8.3-latest

v1 ping attempt failed with error: Get https://eu.grc.io/v1/_ping: dial tcp 64.99.80.30:443: connection timed out

if i try to use gcloud with 2 other project (one is ok for eu.gcr.io, but the other no). What can cause this?
