Connect VM to cloud SQL - cross project

I am unable to connect my VM with internal ip to cloud SQL VM and cloud SQL both are in different project.

I am getting error. Any help or steps to guide.

Before connect your VM with internal IP address to Cloud SQL and SQL VM in different projects, do you set up Shared VPC which allows an organization to connect resources from multiple projects to a common Virtual Private Cloud (VPC) network.

In order to investigate this issue, could you share the error message here?
