How to let google cloud platform stop billing while I'm not using it?

Hi,
A problem about google cloud platform has been bothering me for days.
Recently I use up my free trial, and after that, I use the compute engine several times.
Therefore, I can understand that I have to pay for the fee after I use up the free trial.
However, when I finish my project, I want to stopped using the platform.
The first thing I do is to pay for the money.
After that, I thought the bill should stop counting money since I won't use it anymore, but it did't.
Then, I deleted my project, and the money still increasing.
Then I try to stop my account.It didn't work out.
The system told me to pay the money which is the money that keep counting since last time I paid.
And because the fee is lower than 10 dollars, so it won't let me pay and stop the billing account.
After few hours the bill increase from about 6 US dollars to 9 US dollars.
I am basically sitting there watching the fee increase while I am not using any service.
How can I stop this? 
Can anyone help me out?
