Recent google guest package(s) update broke ssh connectivity to Debian 9.x instances

I've got a single project with 7 x Debian 10 instances and 2 x Debian 9 instances.  After updating ONLY the following:

2021-08-10 21:44:47 status installed google-osconfig-agent:amd64 1:20210723.00-g1
2021-08-10 21:44:47 status installed google-compute-engine-oslogin:amd64 1:20210728.00-g1+deb9
2021-08-10 21:45:05 status installed google-cloud-packages-archive-keyring:all 1.2-389666128
2021-08-10 21:45:21 status installed google-cloud-sdk:all 352.0.0-0

On all 9 of these instances I now get intermittent  (if I retry repeatedly it will eventually work) ssh connectivity errors only to the Debian 9 instances.

Client side errors:

$ gcloud compute ssh instance_host_name
username@ip_address: Permission denied (publickey).
ERROR: (gcloud.compute.ssh) [/usr/bin/ssh] exited with return code [255].

Server side errors:

Aug 16 09:02:11 l1-admin-1 sshd[13435]: error: AuthorizedKeysCommand /usr/bin/google_authorized_keys username exited on signal 13
Aug 16 09:02:12 l1-admin-1 sshd[13435]: Connection closed by port 44786 [preauth]

Google guest specific / project metadata for ALL instances:

enable-guest-attributes FALSE
enable-osconfig FALSE
enable-oslogin TRUE

Any thoughts?  I posted to the issuetracker and they punted (as usual).
