Google Cloud Quotas - automatically reject every application!

I have a problem with Google Cloud. I want to use the GPU to render video materials faster, but I can't successfully apply for quotas. Some facts about the applicant (me):
- Google account registered since 2009,
- correctly added payment method and with transaction history in the past months
- the project and payment profile to which the project is associated has a level upgraded to the highest (and this was already over a month ago)

As a result of the analysis, I was able to determine that EVERY application is automatically rejected 10 seconds after its submission. The last attempt was to increase CPU GLOBAL from 12 to 18. The final, of course, as always:

Do you seriously think that even increasing the number of CPUs by half the amount you have on a 11-year paid account and with a history of fertility requires negotiation with the sales department? Maybe I will have to appear in the US personally in this case?

Hello,

I understand your situation. The quotas purpose are rarely to restrict customers in any way but protecting them of billing surprises.
As recommended in the error message, you might contact gc-...@google.com and requesting further details about this situation.
