If you like my platform Google Cloud is locked, how to unlock it?

In the Google Cloud console dashboard, the main home page you see once you log in, you should see a button at the top banner, beside/in & around "Dashboard - Activity" that says "Request an appeal". Click this button, it will take you through the process to request an appeal. Also, Google has likely sent you an email as well stating the reason for your project being locked & further instructions.
