Debian VM. New firewall rules always IPV6

I am trying to create my second firewall rule as below:

ftp, Ingress, Apply to all, IP ranges: 0.0.0.0, tcp:7021, Allow, 1000, default, Off

When I check listening ports I get: 
$ sudo lsof -nP -iTCP -sTCP:LISTEN

node-red 367 root   22u  IPv6  14143      0t0  TCP *:7021 (LISTEN)
sshd     542 root    3u  IPv4  14354      0t0  TCP *:22 (LISTEN)
sshd     542 root    4u  IPv6  14356      0t0  TCP *:22 (LISTEN)

And I just cannot connect ftp to port 7021.
I noticed that all new rules I create are automatically assigned IPV6
Could that be the reason?
How can I force it to IPV4?
