Instance cannot start due to zones asia-southeast1-a does not have enough resources

I noticed that my instance is not running, and when I tried to start it up, I got this message:
"The zone '/zones/asia-southeast1-a' does not have enough resources available to fulfill the request. Try a different zone, or try again later."

In the Operations screen I can see this Status:
"ZONE_RESOURCE_POOL_EXHAUSTED" 

Workarounds:
  1. I have tried to move the instance to another zone by using cloud shell but not successful with the following response; 
    "Instance cannot be moved while in state: TERMINATED"
  2. I have tried to create another instance on another zone (/zones/asia-southeast1-b) and use the source snapshot, but then the second instance also cannot be started due to the same reason (...not have enough resource)
It's been several days, and no progress. Can anyone give me a hint?

Be assured that the team is working hard to resolve it. Our goal is to make sure that there are available resources in all zones. This type of issue is rare. When a situation like this occurs, or is about to occur, our team is notified immediately and the issue is investigated. Also, deploying and balancing your workload across multiple zones or regions to reduce the likelihood of an outage. Please review our documentation[1][2] which outlines how to build resilient and scalable architectures on Google Cloud Platform.


As you reported this issue yesterday Nov 11th. Could you, try again today and let me know if you're still facing the same issue as I tried to setup test instances in the mentioned affected zones without any issues.

Thank you for your response.
I am still unable to run the instance, with the same error; 
The zone '****/asia-southeast1-a' does not have enough resources available to fulfill the request. 
I tried to create another instance (VM-2), took the snapshot of the VM-1 instance. And it does started. After I decided to use the new instance, by assigning the IP address and tried to restart the VM-2.... bam
The zone 'xxxx/asia-southeast1-b' does not have enough resources available to fulfill the request.

Please help me on this.

If you're still experiencing the same issue. I would recommend you to report it using Issue Trackers that you can find more details about in the following documentation.

This will allow our product team to investigate it further.
