Unschedulable system pods on a brand new cluster

Hi,
We have one GCP project in which we can't create Kubernetes clusters.
Whenever I create a cluster with a 3 node pool, half of the system pods are considered unschedulable, regardless of autoscaling.

Steps to reproduce:
1. Create a cluster with config defaults
2. Wait a while

3. Most kube-system pods are not scheduled/schedulable

I can create kubernetes clusters in other projects without any issues.

Hello Christian, 

I created Kubernetes cluster version:1.7.11-gke.1 (default) and as well as with 1.8.5-gke.0 under zone: us-central1-a without any issue and all kube-system pods were running. As you mentioned, you are able to create Kubernetes cluster in other projects without any issue and submitted issue report here. We can continue with the further investigation on the submitted issue report. Also,  feel free to add general comments on this discussion thread as well.

I am getting the exact issue. Feels to happen once in a while on create new cluster.
