Here's what I see as an outline of what we need to do:
To facilitate discussion, list out the data fields currently in the
Who's Who,
Compile a list of what we want to store for each creator within the GCD,
Compare both to our current GCD database structure, discussing concerns
and implementation ideas,
Make a recommendation to the Board, which will then make a decision on
what to hand to the tech team.
Unless anyone has other ideas of our process, I'll send an e-mail
listing the Who's Who data in a couple days (maybe by then the missing
members will have subscribed).

E.g. on the Who's Who-page a link to a GCD-search for that creator name.
E.g. on a search results page for a given creator name a link to the
corresponding Who's Who-page.
Maybe some other cases. Some of this could be done with fully separate
sites, some of this maybe note.
