Bug: Character relation possible between the exact same character

Hi,

Its currently possible to submit a change with the exact same character on either side of the relation. With the character hierarchy this is easy to accidentally do, particularly with the generalization relations.

Screenshot attached (i've discarded the change as its easy to reproduce).
