Cloudflare limiting images now?

It seems that Cloudflare is back to limiting images- can anyone confirm?

Depends on the Cloudflare level we set. We were under attack, so needed
to be restrictive.
Generally, it is not correct to say Cloudflare is limiting images.
Excessive usage results in access limits.
