[GrandComicsDatabase/gcd-django] Move bottom_nav_bar into mt-auto div (PR #776)

Description

Moving all page-bottom content into a new div with class mt-auto. Block bottom_nav_bar needs to go into tw_base.html so that we can wrap it in the div in all cases. This ensures that both the fine print and the bottom nav bar stick to the bottom of the browser window.

Testing

Visited logged-out and logged-in views including ones with many results and OI pages.
