I posted a comment to a change that was "In Discussion". I expected that I
would get emails on the other comments that were posted but didn't.
I don't know if this was a bug or the intended workflow, but I think that it
would be handy to have all commenters to an "In Discussion" changeset get email
notification of the changes.

I would actually really like to see all commenters emailed no matter what the
state. I don't know how many people do this, but I sporadically comment on
things I see in the queue even though I haven't been an approver for quite some
time. I would definitely prefer to get email updates after that.
